Does anyone know the proper way to calculate CPA for Google Universal App Campaign when we target In-App Purchases? We've tried to use the LTV approach which Google recommends but it doesn't work for us. Do you have any other suggestions or formulas?

Assuming from your question that for you an Acquisition means some kind of post-install conversion. In that case, there's not a great shortcut/hack. The fastest and easiest way to do it would be using Firebase and Google Analytics 4 (linked to your Google Ads account) to create a new GA Goal that you use as a Google Ads conversion.
